Codes and standard are issued by a National body; the intention is for everyone to have the same minimum standard. A structure fabricated in Darwin must meet the same criteria as one built in Perth or Sydney. Specifications however are related to a specific project or client. They carry the same authority because they are part of the contract agreement.

Structural: AS1554 parts 1 through to 7 AS1665 & AWS D1.1 through to 9

Pressure Vessels: AS3992 and ASME IX

Pressure Piping: AS above

Cross Country Pipelines: AS2885 and API 1104

At the back of a welding standard, usually in the appendix, is a sample of the PQR and WPS forms, it is always better to use those forms.

Each standard has aspects that are a specific concern to it.
